Who is a “producer”?
Under SB 582, a “producer” is determined in the following order of responsibility:
- 1Brand owner of the product sold in packaging in OR
- 2Licensee who sells under another's brand
- 3Importer of record for sale in OR
- 4Person who first distributes the item in or into OR

Fee Rates (Oregon)
Published fee rates per pound of packaging material. Ranges reflect the spread across CAA material categories within each group.
Simplified groupings for estimation. Official CAA schedules have 60–95 material categories — see the downloadable rate schedule PDF below for exact rates by material type.

Optional tiered flat fee for low-volume producers. Producers with gross revenue < $10M supplying > 5 metric tons, or vice versa, may choose flat fees instead of per-pound rates. Available to producers over $10M revenue for the bottom two tiers only.

When does the flat fee save money? At 2.5 metric tons (~5,500 lbs) with an average rate of $0.25/lb, per-pound fees would be ~$1,375 — but the flat fee is only $1,200, saving ~$175. Producers with mostly paper/fiber packaging (low per-lb rates) may pay less per-pound than the flat fee.
Eco-Modulation Factors
Credits (reduce fees)
Reductions are factored into fees based on environmental performance and impact. Qualifying activities: increasing PCR content, reusable packaging, moving to lower-impact materials.
Maluses (increase fees)
Sustainable Infrastructure Modification — $0 for 2026 program year, but likely to increase in future years as the program matures
